He was born on October 11, 1965, in Kazan.
He graduated from Kazan chemist-technological institute named after S.М.Kirov on speciality “engineer-mechanic”.
From August 1988 till August 1991 he worked as an engineer-mechanic, the chief of compressor shop of Kazan milk industrial complex.
From September 1991 till May 1993 - the chief of repair-erection section of the Small Venture “IT-project”.
From May 1993 till January 2001 - the director of the privately owned enterprise “Kiper”.
From January 2001 till March 2006 - individual businessman.
From March till September 2006 - assistant chief, Head of the Department of Communal housing, External Improvement and Construction of the Sovetsky district administration of the Executive Committee.
From September 2006 till May 2010 - the first deputy of the chapter of the Sovetsky district administration of the Executive Committee.
